Mandy may have an iron will, but this doesn't necessarily translate into a more powerful larynx. Buttercup has powers to back her up. In a straight shouting match, I vote for the super-being.

Buttercup. Mandy's a whole lot more even- tempered, and wouldn't stoop to arguing at all. She seems more like the type to intimidate, anyway.
